The program was created more than 20 years ago as a way to cultivate community leaders. If received, this $500,000 grant could be utilized to attract additional air service to the community. To assist the city, the Foundation is seeking to raise $50,000 in private sector funds to support the application.  <br /><br />"Air service to the community is essential," said Todd Steinwand, President of the Foundation Board of Directors.  "From our residents wanting to travel to new locations to economic development, air service is a key component to our transportation infrastructure.  As the city with the lowest unemployment rate in the nation and one of the few weathering the national economic storm, it seems now is our opportunity to seek additional air service."  <br /><br />Letters of support are also being sought for this project. "Community support is key to receiving the grant and letters of support will make it clear to the granting committee how deserving our community is to receive this support," said Steinwand. <br /><br />The Bismarck-Mandan Chamber Foundation was formed in 2008 to assist the community in pursuing projects that enhance the overall quality of life and support economic development.  The Foundation is an IRS 501(C)3 organization making contributions tax deductible.  <br /><br />"The Foundation has assisted projects such as Junior Achievement and the USS North Dakota," said Steinwand.  "However, this is the first large scale project the Foundation has undertaken in connection with the City.  Our hope is this creates a new model for public-private interaction for the mutual benefit of everyone in the region."  <br /><br />The Foundation is accepting pledges for contributions.  Over the next few weeks, the goal is to raise the needed $50,000 in support of the city of Bismarck's application to the FAA.  Pledges will come due in mid-2011, if the airport is successful in attaining the grant. Almost 100 shooters tried their hand at a long bird competition, participated in multiple flurries, and shot balloons out of the sky. <br /><br />The day concluded with a demonstration put on by Olympic shooter Sean McLelland and NRA All-American Camden Clayton. Chaplain Dan Sweeney from the Bismarck Law Enforcement Chaplaincy opened the event with a prayer and Chamber President Kelvin Hullet introduced Gov. John Hoeven, who welcomed the attendees. Chairwoman Melissa Pinks helped to thank the audience and the committees involved in this event.<br /><br />Cindy Sanford, past-chair of the Chamber's Business Education Partnership Committee, recognized this year's three Outstanding Teachers of the Year: Sister Kathleen Angel from the University of Mary, Jo Ann Miller from Bismarck High School and Vickie Pomonis from Roosevelt Elementary. Sanford also introduced several members of the Student Chamber of Commerce who were in attendance at the lunch.<br /><br />Three Bismarck-Mandan businesses qualified for the Mike Fink Award for Steady Growth &amp; Profitability awards this year. They were Tricia Arenz from Once Upon a Child, Todd and Candace Muggerud from KAT Communications and Derwin Mann from Mann Signs.<br /><br />The New Entrepreneur of the Year award was presented to Tricia Arenz from Once Upon a Child.	<br /><br />One of the Chamber's highest honors is the Bismarck-Mandan Small Business Person of the Year award. To qualify for this award, an individual must show staying power through history. The also must show an ability to grow the number of employees at their business. The Small Business Person of the Year was awarded to Shannon Gangl from Seven Seas Hotel &amp; Waterpark. Accepting the award on Gangl's behalf was Karen Summers, company manager. The other wonderful nominees included Mark Peterson from WESTCON Industries, Bob and Lynn Gustafson from the Medicine Shoppe and Justin Theel from Cedric Theel Toyota Scion. <br /><br />Last, but not least, the Granite Award was presented. The Granite Award is sponsored by Basin Electric and MDU Resources and recognizes a business that has operated in the Bismarck-Mandan area for at least 50 years and has demonstrated a commitment to the community. The image campaign is intended to improve Mandan's community pride and external image in support of the broader community objectives.<br /><br />Recommended key messages and primary purposes are as follows:<br /><br />•<strong>Opportunity</strong> - Made in Mandan (Business Recruitment)<br />•<strong>Community</strong> - Made in Mandan (Residential Recruitment and Retention)<br />•<strong>Achievement</strong> - Made in Mandan (Above purposes with emphasis on quality public education system)<br />•<strong>Adventure</strong> - Made in Mandan (Tourist and Visitor Attraction)<br /><br />The proposal points out the versatility of the Made in Mandan theme, noting that it could be used by both public and private entities in the community. For example:<br /><br />•A tourist-oriented business like Huff Hills might use the logo in conjunction with the "Adventure" message on its own advertising or partner in a state tourism directory ad.<br />•Businesses wishing to congratulate a state champion speech, baseball or basketball team might put their business card ad on a newspaper spread with a photo and headline such as "Champions - Made in Mandan."<br />The detailed proposals offers many other ideas for community attributes that civic organizations, businesses, event coordinators and other potential participants could feature in public information and advertising activities.<br /><br />The Committee does not intend for the theme and logo to replace any entity or organization's existing logo and motto, but rather to give public entities and community organizations a marketing theme around which to unite.<br /><br /><strong>Formal Adoption Requested</strong><br />The City Commission is being asked to consider the proposed theme, logo, key messages, marketing plan and a request for a 25 percent cost-share, amounting to $11,250. The funding source would be sales tax dollars allocated to the Business Development Department budget for 2010 and for consideration within the 2011 budgeting process.<br /><br />The City Commission moved to table the request to adopt, implement and fund the marketing strategy. The Commission requested that the committee conduct research on the feasibility of trade marking the proposed logo, develop usage standards, and staff will examine budgets to determine if it can be implemented without any bottom line increase.<br /><br />The LPI Committee is tentatively scheduled to present the marketing theme proposal to the Mandan Park Board on Aug. 9 and to the Mandan School Board on Aug. 16. Bismarck. The news group widdled down a list of more than 700 cities with a population between 50-300,000 with criteria that included healthy incomes, diversity, honorable academics, affordable housing, arts and leisure, safety and the local economy.<br /><br />Eden Prairie, Minn. took top honors and three North Dakota cities made the list. One popular attraction is the Art in the Park Festival.<br /><br />In response to record numbers of local and out-of-state visitors, event organizers have opted to add an additional day.<br /><br />"Attendance at Art in the Park is absolutely phenomenal," says event volunteer Susie Kocourek. "In response to the record attendance, the committee has decided to give the public more of what they want and that not only means more vendors than ever but an extra day to shop."<br /><br />Art in the Park opens at 5 p.m. on Friday, July 2. More than 150 art and craft vendors and 33 food vendors will offer handmade goods through nine that evening. The festival continues from 9 a.m. to 9 p.m. on Saturday, July 3 with a Doll and Pet Parade commencing at 6 p.m. Sunday, July 4 is the final day and vendors will be open from 9 a.m. through 5 p.m.<br /><br />"Art in the Park has grown from a small show to promote local arts and crafts to a much-anticipated family affair," Kocourek said. These provisions are part of the Hiring Incentives to Restore Employment (HIRE) Act.<br /><br />Employers who hire unemployed workers this year (after Feb. 3, 2010 and before Jan. 1, 2011) may qualify for a 6.2-percent payroll tax incentive, in effect exempting them from their share of Social Security taxes on wages paid to these workers after March 18, 2010. This reduced tax withholding will have no effect on the employee's future Social Security benefits, and employers would still need to withhold the employee's 6.2-percent share of Social Security taxes, as well as income taxes. The employer and employee's shares of Medicare taxes would also still apply to these wages.<br /><br />In addition, for each worker retained for at least a year, businesses may claim an additional general business tax credit, up to $1,000 per worker, when they file their 2011 income tax returns.<br /><br />"These tax breaks offer a much-needed boost to employers willing to expand their payrolls, and businesses and nonprofits should keep these benefits in mind as they plan for the year ahead," said IRS Commissioner Doug Shulman.<br /><br />The two tax benefits are especially helpful to employers who are adding positions to their payrolls. New hires filling existing positions also qualify but only if the workers they are replacing left voluntarily or for cause. Family members and other relatives do not qualify.<br /><br />In addition, the new law requires that the employer get a statement from each eligible new hire certifying that he or she was unemployed during the 60 days before beginning work or, alternatively, worked no more than 40 hours for anyone during the 60-day period. The IRS is currently developing a form employees can use to make the required statement.<br /><br />Businesses, agricultural employers, tax-exempt organizations and public colleges and universities all qualify to claim the payroll tax benefit for eligible newly-hired employees. Household employers cannot claim this new tax benefit.<br /><br />Employers claim the payroll tax benefit on the federal employment tax return they file, usually quarterly, with the IRS. Eligible employers will be able to claim the new tax incentive on their revised employment tax form for the second quarter of 2010. The 2010 American Barnstormers Tour displays as many as 20 meticulously restored vintage aircraft from the 1920s and 1930s in an exceptional collection of airplanes and aviators.   Admission is free and these rare aircraft can be seen at the Bismarck Airport from June 27-29.                                                         <br /><br />Spectators can even experience the thrill of open cockpit flight for themselves and go barnstorming in a beautifully restored Travel Air, New Standard, or Stearman vintage biplane.  Biplane flights will be available daily weather permitting.  All Barnstormers will participate in recreating the era with period costumes, aircraft signage, historical information, and vintage props.<br /><br />"These aren't airplanes, they're Time Machines" said tour organizer Clay Adams. "Our tour gives people from all over the country the chance to travel back in time and experience the same sights, sounds, and excitement they would have felt some 80 years ago as they looked out across the fields and saw the Barnstormers on the horizon."<br /><br />The period between the end of World War I and the United States' entry into World War II is remembered as "The Golden Age of Aviation," and it truly was.  Barnstorming tours, trophy races, and record-setting flights all captured the public's attention as they raced to see the daring flocks of birdman, and take their first flight in an open cockpit airplane.<br /><br />Each afternoon (weather permitting) the aircraft will take to the sky for the "Barnstormers Parade of Flight" with master of ceremonies, EAA Radio on-air personality, Jeff Montgomery. This annual event honors all deceased American servicemen and women and is free to the public. The cemetery is 6.5 miles south of Mandan, N.D., on Highway 1806. <br /><br />Using the theme of "Still Serving," retired military members will fulfill key roles Monday, including keynote speaker retired Maj. Gen. C. Emerson Murry, former North Dakota adjutant general (1975-84). Retired Brig. Gen. Robert Udland, former North Dakota National Guard assistant adjutant general - Army (2005-08) will emcee the event. Chaplain (Maj.) William Rushford, who retired from the North Dakota National Guard, will offer the opening prayer while retired Col. Curtis Juhala, U.S. Army Reserve, will sign the national anthem. <br /><br />Just four minutes after the ceremony begins, a B-52 Stratofortress from the Minot Air Force Base will fly over the cemetery. It will be followed by remarks from Gov. John Hoeven, Sen. Kent Conrad, Congressman Earl Pomeroy and Maj. Gen. David Sprynczynatyk, adjutant general for the North Dakota National Guard. <br /><br />Other highlights include Taps in Echo played by Century High School students Dillon Parker and Matthew Gerenz, and ceremonial rifle and cannon volleys fired in honor of military heroes by American Legion Post 40, VFW Post 707 and the North Dakota Army National Guard Ceremonial Platoon. <br /><br />Local Veterans' organizations - including the 17th U.S. Infantry, Company H (Fort Lincoln), the U.S. Army Reserve color guard from Bismarck and the North Dakota Honor Platoon - will post colors. The rate is lower than prior month (4.9 percent), and 0.7 percentage points below the same period of prior year (4.5 percent). The state continues to be considerably lower than the national (9.5 percent) April rate. <br /><br />Michael Ziesch, Research Analyst for Job Service stated, "April rates are always considerably lower than March in North Dakota as the month benefits from the usual start of construction projects. The between month change is normal in size."<br /><br />The nation's seasonally adjusted unemployment rate was 9.9 percent for the month. This is 1.0 percentage point above the same month a year ago (8.9 percent) and 0.2 percentage points above prior month (9.7 percent). The seasonally adjusted rate for North Dakota was 3.8 percent in April, also 0.2 percentage points less than prior month (4.0 percent), and 0.6 percentage points below last year (4.4 percent). The seasonal adjustment process utilizes a statistical adjustment to accommodate predictable fluctuations between months; such as length of daylight and typical weather. Seasonal adjustment allows for comparison between all months of a year.<br /><br /><br /><br /><br />Notes:<br />1. North Dakota is the top job performer since the 2007 peak and is fifth since 2000."<br /><br />North Dakota ranked first in growth of gross state product per job; second in gross state product growth; and third in per capita income growth. <br /><br />The study used the following timeframes for ranking the states: <br /><br />· Job growth rate between 2000 and 2007.<br />· Gross State Product (GSP) measures: real GSP growth since 2000, GSP per job 2008, growth in GSP per job 2000-2008.<br />· Income: per capita personal income growth 2000-2009 and median four person family income adjusted for cost of living, 2009.<br /><br />"We have taken an aggressive approach to economic development over the past 10 years with a strategic plan that built on our strengths, diversified our economy and worked to create one of the best business climates in the nation," said Gov. John Hoeven. "We have cut taxes for our hard-working citizens and businesses. By partnering with the private sector and investing in research and development, we set the stage for North Dakotans to use their natural ingenuity and hard work to lift our state up to a whole new level."<br /><br />"This report is more evidence that our efforts are getting results," said Shane Goettle, commissioner of the North Dakota Department of Commerce. "The most important indicators, however, are that North Dakotans are working, their wages are increasing and our population is growing."<br /><br />The study also states that recent investments in research and development infrastructure are beginning to pay off for North Dakota which is the fastest growing state in science, technology, engineering, and mathematics job creation.<br /><br />According to the report, "The message of Enterprising States is that the 50 ‘little Republics' matter. State policies matter. Governors, state legislators, and local officials matter. Although the Federal government has been driving stabilization policy during the recent recession, it is the states [and territories] that will lead a crucial new growth strategy in the next decade."<br /><br />The report focuses on proactive state policies and best practices with proven impact. The event will take place at the Ramkota Inn, 800 S. 3rd St. in Bismarck. Reserved table sponsorships are $500 for a table of eight, $250 for a table of four.  Individual seats may be reserved and are $20 each. Reservations must be made in advance by 5 p.m., May 10. Proceeds from the luncheon will benefit the Bismarck Law Enforcement Chaplaincy program.   <br /><br />The Chaplaincy was founded in 1980 by Rev. George Walker. Chaplain Walker served until his untimely death in 1999. In its infancy the Chaplaincy served only the Bismarck Police Department. Soon, however, the Burleigh County Sheriff became involved with the program. Over the years the Chaplaincy has grown to serve also the Bismarck Fire Department, the N.D. State Highway Patrol, the Bismarck/Burleigh County Emergency Management and Combined Communications Center. The Chaplaincy is also instrumental in training chaplains around the state to serve their own emergency services departments. <br /><br />Today the Chaplaincy is headed by Senior Chaplain Dan Sweeney and there are seven volunteer chaplains who give of their time in serving our agencies. Chaplain Les Wolfgram, Shepherd of the Valley Lutheran Church, Chaplain Sam Saylor, Gateway Community Fellowship. Wolfgram and Saylor have served since 1999. Sister Agnes also serves as a parish worker for Cathedral of the Holy Spirit; Chaplain Lonnie Grabowska is from Corpus Christi parish and is studying to be a deacon. The Chamber's commitment to excellence in education can be clearly identified through its ongoing effort to identify and honor educators from the Bismarck-Mandan education institutions.<br /><br />Having accepted the Outstanding Teacher of the Year nomination, Pomonis is a wonderful recipient for this award. She has taught for 25 years; 4 years in Grand Forks and 21 years in the Bismarck Public Schools.<br /><br />"As a first year administrator, it only took me a few days to realize the quality of teacher we have in Vickie Pomonis," said Shawn Oban, Roosevelt Elementary Principal, about Pomonis. "She has so many strengths as a person as well as an educator, it will be difficult to include all of them here."<br /><br />Vickie does a great job in teaching curriculum, but goes well beyond by teaching her students life skills that go well beyond the classroom. The students learn to recycle, appreciate the arts, and communicate with one another. She not only teaches the skills, but is a wonderful example for her students. Vickie is always an excellent role model as she "walks the talk."<br /><br />Pomonis has been married for 30 years. They have two children, Andrew who is 23 and is going to be a fireman and Peter, who is 19 attending UND.  Her passion is gardening and she loves to be outdoors. The deadline for responses is June 1.<br /><br />Norm Clark, co-chair of the Quality Places and Destinations Committee, explains. "We are conducting the survey to build on information gained through a youth survey about the types of activities they would like to participate in." Clark says a survey of the broader community will help the committee prioritize ideas.<br /><br />A Chamber of Commerce leadership team surveyed Mandan High school juniors and seniors earlier this year about a variety of events, activities and venues. The leadership team provided a report in March that recommends additional exploration of a hot air balloon festival, snowmobile trails and races, a sledding hill, a drive-in movie theater or outdoor screen in a park setting, and enhanced canoeing and kayaking opportunities on the Missouri River. Beginning May 4, 2010 passengers can again book travel through the Salt Lake City hub on Delta as they reintroduce the service to the Bismarck-Mandan community. <br /><br />"This connection provides more efficient travel options for Delta customers flying to Westerly destinations," said Bismarck Airport Manager Greg Haug. "We always encourage travelers to explore their airline options at the Bismarck Airport as new service is added. Some travelers still do not realize the Bismarck Airport has direct service to Chicago on United which began almost a year ago." With a 2009 estimated population of 106,000, the Bismarck-Mandan MSA is larger than only 34 other metros on the list.<br /><br />The "Best Small Places for Business and Careers" are determined by 12 metrics including costs (business and living), job growth (past and projected), income growth, educational attainment and projected economic growth. People today use email, social media, and mobile devices to share information and conduct business. And it's these types of technologies that require affordable, reliable, speedy, and secure broadband. <br /><br />Currently, North Dakota, along with the other 49 states and 5 territories, is working on a project to map broadband services in the state to increase broadband access and adoption through enhanced data collection and planning. Ultimately, this project will help identify and improve broadband access in areas that really need it.<br /><br />Citizens and businesses are encouraged to participate in one of two ways:<br />1.     From your home or business, log into the Speed Test Site located on ITD's website at <a href="http://www.nd.gov/itd/" target="_blank">http://www.nd.gov/itd/</a> to capture the speed of your internet connection; or<br />2. From kindergarten programs to senior pomp and circumstance, there is no shortage of graduates and thanks to a local Chamber program, there is no shortage of leaders.<br /><br />Leadership Bismarck-Mandan (LBM) will graduate 15 students during a commencement program on March 24 at the Seven Seas Hotel &amp; Waterpark in Mandan, N.D. The ceremony, which begins at noon, will celebrate the accomplishments of 15 community members that charted a course to leadership through an exclusive seven-month program.<br /><br />"Each year, a Chamber committee chooses 15 community members to complete the Leadership program," said Susie Kocourek, program director. "We keep the class small so that we can expose the students to items that are difficult for large groups. Anyone interested in volunteering would become part of the Public Health Emergency Volunteer Reserves/Medical Reserve Corps (PHEVFR/MRC), which is a group of both medical and nonmedical volunteers who provide assistance during a public health emergency.<br /><br />"It's really important that we have both medical and nonmedical volunteers ready to go in case they are needed," Vossler said. "One good example is if shelters need to be set up for evacuees, we will need medical volunteers to help with any medical needs people may have, and we will need nonmedical volunteers to help out with things like registration, setting up cots, handing out food, answering phone calls and many other things."<br /><br />Anyone interested in volunteering should visit <a href="http://www.ndhealth.gov/EPR/volunteer" target="_blank">www.ndhealth.gov/EPR/volunteer</a>. After registering, volunteers will be asked to complete a short online training. There will be an orientation training held for anyone interested in volunteering or for anyone who wants to learn more before registering. The pitch includes request for payment upfront with a promise that the money will be refunded if the business does not receive a grant within 12 months.<br /><br />This pitch fits the "Too Good to Be True," model, according to the N.D. Attorney General's Consumer Protection and Antitrust Division. Red flags include creating a false sense of urgency with artificial deadlines for response and requests for money up front. Other red flags include "homemade" websites (hosted by do-it-yourself, quick services) and recently established businesses. While the company may offer a money-back guarantee, that type of guarantee is often hard to act upon, because the guarantor will often blame the business applicant for not following through with information correctly or completely.<br /><br />Grants for businesses are not as easy to obtain as purported by the solicitors. Grants are generally not awarded to businesses or individuals, but rather to state or local government entities or non-profit organizations that, in turn, provide assistance to businesses and individuals.<br /><br />Business owners are urged to consider such offers for grant-writing services with caution. The report gives a snapshot of the current, local economic conditions.<br /><br />While the report indicates an increase in unemployment for the area, city sales tax collections are up and taxable sales and purchases are steady. <br /><br />On the home front, the average sale price of a single family house is up and so are residential new home permits. The event was created to illustrate the connection between national news and events and the local business scene.<br /><br />"There are numerous national issues that impact our members," said Kelvin Hullet, Chamber president. "From health care and energy issues to international trade, headlines across the county always have a local impact in Bismarck-Mandan."<br /><br />March's luncheon is the first in a series of three National Hot Topic events that the Chamber will host throughout 2010. Scheduled from 11:30 a.m. to 1:30 p.m., participants will learn about two important pieces of energy policy that will affect us locally and nationally. Pat Day, partner at Holland &amp; Hart from Cheyenne, Wyo. will be present to discuss the endangerment finding the EPA recently issued regarding carbon as a pollutant. The EPA is proposing to regulate carbon under the Clean Air Act. If the EPA moves forward with this regulation, it will have a far-reaching economic impact across the business community including Bismarck-Mandan's small businesses.  <br /><br />Also attending the luncheon will be Canadian Consul General Martin Loken. Loken will engage the audience in a conversation about the relationship between Canada and North Dakota, discussing how the two can cooperate on energy development. <br /><br />"The development of the Bakken Formation is important to the state of North Dakota. It also is a shared resource with Canada," Hullet said. "Mr. Loken will bring an interesting perspective to the luncheon."   <br /><br />All National Hot Topic events are intended to educate members on and facilitate open discussion around the latest national news that will affect local business. Anyone, from current students to past, parents, co-workers and the public, can submit a nomination.<br /><br />"Teachers have such a profound impact on their students," said Sally Paulson, Chamber program director and staff liaison for the BEPC. "The success of current and former students can often be traced to an outstanding educator and it's important that they are recognized for that."<br /><br />Nomination forms are available at the Chamber located at 1640 Burnt Boat Dr. in Bismarck, <a href="http://www.bismarckmandan.com/committees/bepc/" target="_blank">online</a> or via e-mail request by contacting Sally Paulson at spaulson@bismarckmandan.com. The fundraiser attracted 90-plus players who had the chance to see firemen suit-up for real fire calls.<br /><br />The tournament was hosted at the Mandan Fire Station on Collins Avenue in Mandan. "Most of the day's action took place on Boardwalk and Park Place, but several "calls" took the players attention away from the spaces to watch the firefighters dress and drive off to help someone," said event organizer and JA Director Sally Paulson.<br /><br />The tournament occupied the space typically filled by two fire trucks. The clinics will run from 2-6 p.m. at Bismarck Burleigh Public Health located at 500 E. Front Ave. in Bismarck. There will be NO CHARGE for this service. Although this is the final public clinic, the vaccination will still be available by appointment.<br /><br />People 65 years and older are now encouraged to seek vaccination against H1N1.
